Activities of LAZAK

1. Legal proceedings support

LAZAK provides legal supports with regard to the human rights cases concerning Zainichi Koreans. Previous cases that received our legal supports are as follows:

  • - Zainichi Korean’s national pension entitlement suit
  • - Takatsuki minority’s right of education suit
  • - Tenancy discrimination against Zainichi Korean lawyer suit

Some LAZAK members volunteer to act as legal counsels in proceedings related to the human rights of Zainichi Koreans.

2. Announcement of opinions and statements

We defend the human rights of minorities living in Japan including Zainichi Koreans and publish opinions and statements from the perspective of eliminating racial discrimination and harmonizing with other ethnic and cultural groups in Japan.

3. Holding a symposium

We hold a symposium for the public on the theme of human rights issues and other legal issues concerning Zainichi Koreans.

4. Publication

We publish books on human rights and laws related to Zainichi Korean.

5. Case for the Foreign member’s involvement in Judiciary Committee and Mediation Committee

The “foreign member’s involvement in Judiciary Committee and Mediation Committee " is a social issue that the courts reject the appointment of Non-Japanese lawyers for the reason that they are not Japanese citizens, although they have been recommended by his or her bar association to become a Judiciary Committee member of the Summary Court or a Mediation Committee member of the Family Court. Currently, more than a dozen LAZAK members are also being rejected by the court, regardless of the recommendations from the bar association.

The Japan Federation of Bar Associations and each of the bar associations are working on this issue, and LAZAK members are also working with them.

6. International human rights activities and interactions with lawyers of other countries

We submit reports and send our members to the United Nations Committee on the Elimination of Racism and the Covenant on Civil Rights. We also send our members to the Japan-Korea Bar Leaders Conference, the International Association of Korean Lawyers (IAKL), and visit the Korean Bar Association and other regional bar associations in Korea to promote international interactions with foreign lawyers.

7. Promoting collaboration and friendship among members and holding internal events

We organize and maintain a contact network and utilize mailing lists to actively share information and exchange opinions among our members. Also, Zainichi Korean lawyers from all over the country gather at the general meeting and the expanded board meeting.

Furthermore, Zainichi Korean lawyers and apprentices gather in various locations of the Kanto and Kansai area to hold study meetings continuously. We continue to deepen and broaden our expertise and skills required for Zainichi Korean lawyers and promote our mutual friendship.
